This is an issue because users can return materials items to any library and therefore the appropriate routing messages do not appear (and the item remains on the user's account. (Not documented above. Tested as an afterthought.)

non-SEC items cannot be returned at SEC --is this an issue? probably not as returning an item will send items in transit, except if the item is destined for an SEC hold which, in this case, would start the hold-shelf clock. without an override. This is okay because if an item happens to have an active request for the SEC lockers it would mess up our established workflow. (Not documented above. Tested as an afterthought.)
