SEC items can be loaned at SEC. Good. (See above "Loans of SEC GEN Items at SEC")
SEC items cannot be loaned a non-SEC locations without an override. This surprised Julie, but is fine. (Not documented above. Tested as an afterthought.)
SEC items can be returned at SEC. Good. (See above "Returns of SEC GEN Items at SEC")
SEC items cannot be returned at non-SEC locations without an override. This is an issue because users can return items to any library. (Not documented above. Tested as an afterthought.)
