Running the I2C testing with a minimal TipTone Arduino:



At the moment, the Arduino is only dealing with SCL and SDA, not _RST or _INT. 

Power comes from USB, which goes out the ribbon cable. 

Assuming the FPGA board is getting its own power, that means pins 1 and 2 should be cut on the ribbon cable, isolating the +5Vs.

The ECO wire is connecting pins 9 and 10 to ground.
