SITCOM Tech Note Creation

To create a SITCOM tech note, follow these steps:

1. Navigate to the LSSTC slack and open a direct message channel to sqrbot-jr.
2. Message the words 'create project' to sqrbot-jr.
3. Square Bot Jr. will message you back with a list of questions about what you want to do.
   1. Select what project you want to create (probably a SITCOMTN). 
   2. Choose between restructured text and latex for your tech note style.
   3. Fill out the other questions as best you can.
4. Square Bot Jr. will reply twice in the thread, once with a link to the documentation URL and once with a link to the GitHub repository.
5. Navigate to the GitHub repository and edit the tech note appropriately. Instructions should be in the README file.
