High-intensity launcher

We want to eliminate the integrating sphere from our launch system, due to excess losses. If we can come up with a wavelength-insensitive system where we monitor beam strength at the part per thousand or better precision without an integrating sphere, we can likely use a monochromator as the CBP source. Requirements include

• monitor-to-output ratio known to better than 1E-3. 
• stray to focused light ratio stable and wavelength independent to 1E-3 (that is going to be tough)
