improved focus performance with better temperature sensing

ATLAS point spread function determines system performance. Telescopes run open loop focus adjustment depending on temperature and elevation angle. We need to make a ~16 channel temperature monitoring system, install it at one of the Hawaii telescopes, and do a best-fit to see what combination makes best-estimator for focus determination. Then replicate onto the other 4 telescopes.
