Update PO Lines Transactions Job

REMEMBER: Only designated staff members are permitted to run jobs. Refer to the matrix at Jobs & Batch Processes to see which staff members are approved to run which jobs.

When using Checkbox to 'release remaining encumbrances'
- The job DOES release the encumbrance but when it's reported in the log it uses the same date as the original encumbrance, and it disencumbers for the same amount as the original. So it's in the log but may not have the date you are expecting. Instead of being the date you ran the job, it is the date of the original encumbrance.
The "errors" in the job events report should be ignored. They are not real errors from the job, it is a "quirk of how this information gets presented in the events report."
When you don't add a percentage when handling one fund the job will fail with error "Funding list contains invalid values".
