Deliverables
- Confirm the model for continuous encumbrances in the Alma rollover going forward
- Develop a mechanism for tracking use of the Alma rules
- Identify optimal FPC factor for subsequent fiscal period rollovers
- Develop a workflow for reviewing outstanding encumbrances, following up to obtain invoices or release those that will not be expended before the fiscal close
- Determine the encumbrance model for standing orders in FY24 and beyond
- Perform additional review and if needed, cleanup of projected FY24 encumbrances against FY24 fund allocations - orders unspent in FY22 might have been expended in FY23, prompting new full encumbrances
