Update/clarify the definition of 02 on Item Policies page
- Allows for lending to other libraries if Resource Sharing can confirm with the borrowing institution will keep the item within their library
- Allows for scanning (completed at a Harvard location)

- Does not allow for lending to other libraries

Create a new item policy (possibly coded 63, TBD)
- Does not allow for lending to other libraries
- Allows for scanning (completed at a Harvard location)
- Once created:
  - Communicate with ITS so they may update MOUs for new acquisitions processing
  - Communicate policy options with stakeholders (via hlcomms) and flip items from 02 to new, desired item policy when requested
  - Communicate with Resource Sharing so they know about the new item policy
